On January 17, 2003, the Canadian Radio-television and Telecommunications Commission ("CRTC"), issued a Broadcasting Public Notice stating that it would continue to require a broadcasting license for Internet retransmission of television and radio broadcasts. The CRTC's decision was aimed at addressing concerns that programs retransmitted over the Internet would become available worldwide and could significantly reduce the opportunities for copyright owners.
