A new discussion paper has recently been released by the Canadian government entitled: E-mail marketing: Consumer choices and business opportunities. The paper addresses the choices available to consumers, filtering technologies, current policies, network solutions, the application of existing laws, consumer awareness and the role of the government in dealing with spam. Points of discussion include determining whether ISPs and email service providers could play a role in the distribution or management of spam, whether current filtering technology can differentiate between legitimate emails and spam, whether new laws should be created in Canada, and determining who is responsible for educating the public on email abuse.
